The rules for Bases are as detailed as the rules for Characters when you add this book. That's literally true, as there is a chapter called Kingdoms that allows players to actually play Kingdoms using character stats. Strength equals military power, divided between ground, air, and naval forces, for example. CON represents how many people live in the kingdom, EGO represents how happy the populace is currently, etc. I haven't read every line carefully, but that's only one chapter out of many.Most of the chapters are separated by the kind of setting they would be used for in a game. The Fantasy section explains details of castles, from the meaning of terms like crenellations, to changes that happened over time in the real world and how they might play out differently in game setting with superpowers or magic.
There are also maps included for different kinds of bases, from a space station to a modern superhero base to a terrorist camp ripe for raiding.
If like me you bought Champions Complete and wanted more detail for your character's base, this book is pretty much a must buy. If you like having a good reference work for different kinds of lairs and bases, this book is a good buy. I gotta believe anyone that plays Hero system fits into at least one of those categories.
